Yes, Milosevic should have been stopped. My personal view is that it should have been done in way that caused less damage, used less force and that was legal.
Regarding finding Kosovar Muslim's who regret the (NATO & pals) intervention that's a good question - maybe someone else can answer that but stopping Milosevic with less force would have achieved the same result at much less of a human cost.
